The Coral Gables Commission met to discuss key issues, including a sewer lateral ordinance that could shift repair costs to the city. Eco 1 Plumbing weighed in on the impact for homeowners.

-- The Coral Gables City Commission in Coral Gables, FL, met recently to consider a wide-ranging agenda that fuses infrastructure, civic policy and symbolic gestures, and among the most consequential items is an ordinance to clarify responsibility for maintaining sewer laterals. Under the proposal, Coral Gables would take responsibility for repairs within the public right-of-way in certain circumstances, with local plumbing service companies like Eco 1 Plumbing explaining how the ordinance could shift costs between homeowners and the city.
“Sewer laterals are the underground pipes that connect private property to the city’s main sewer system, and in addition to this ordinance possibly shifting costs between the city and Coral Gables residents, it also carries potential budget implications,” states Eco 1 Plumbing’s owner Norberto Borgeat, who brings more than 25 years of experience in the plumbing company industry to the table. “Further, two other items we’re closely looking at have to do with city manager business, specifically a second amendment to a state DEP grant agreement for the Coral Gables Waterway and Biscayne Bay project and a discussion about a new Miami-Dade County DERM ordinance on impervious surfaces. Both address environmental and storm water management challenges facing the city.”

Borgeat points to a 2026 plan by Coral Gables to focus on upgrading its sewer infrastructure, a move that would encompass replacing aging force mains and improving storm water management systems. These plumbing-related initiatives are reportedly part of broader regional efforts overseen by Miami-Dade County to maintain and improve water and sewer systems.
“From our research, the city has requested federal funding for a $2.6 million project to replace the aging sewer infrastructure of a pressurized force main sewage pipeline, alongside funding to install a new pump-based storm water system near the Village K-8 Community School to address increasing flooding,” adds Borgeat. “Additionally, the Miami-Dade Water and Sewer Department, in overseeing major capital improvement projects that affect Coral Gables as part of its multi-year capital program, is implementing initiatives that include pipe and treatment plant upgrades and local business participation with ongoing county-wide efforts to manage storm water better.
"As a business that's been referred to as 'the plumber Coral Gables was waiting for,' we know something about these matters.”
To this end, the City of Coral Gables has released a five-year Capital Improvement Plan, to culminate in 2027, that prioritizes utility repairs and improvement project parameters. In the plan, sanitary sewer and storm water system improvements take priority; the Sanitary Sewer system projects are poised to address the needs of repairing or renovating 34 pump stations, 1400 manholes and 64 lineal miles of sewer mains, while the Storm Water system projects will address storm water runoff and drainage conditions that impact local roads and other areas.
